There were dozens of non-violent reforms – almost always ECONOMIC reforms, where the king or emperor served as the insurer of last resort. Our problem is not only economic but political. And so only insured by popular violence rather than state violence to insure those reforms.

What what you mean is that our problem is not only economic, but political. And political reforms are only insured by the people as the insurer of last resort – and they must use popular violence rather than state violencde to insure the reforms.
