If we split by productive vs unproductive classes (the upper-middle, middle, lower-middle, and working vs the upper and lower it’s fine(ethical, and moral) if the upper organizes the lower and lives off the proceeds. That’s an exchange. It doesn’t steal from the middle.

Sherrifs are a superior institution because they are publicly accountable, in addition to being personally legally accountable, and they are an independent branch of government less vulnerable to political pressures. IE; Govt should be separated from law enforcement and courts.

In the P-Law Constitution the Sheriff is elected, and the last line of defense with the final say in the enforcement of the output of the state and courts. Police are for the purpose of maintaining order, emergency response, and pursuit. This competitively separates duties.
