As far as I know, the Flynn effect has reversed, and it was the result of fixing the health of the bottom that raised averages; adapting to a few general rules of science, rather than historical many specific rules in each domain; and environmental saturation with those patterns.

Whites no longer have 115 average IQ that we did 160 years ago, because we expanded our underclass and stopped having 6-7 kids in our upper classes. China is going through the same demographic decline right now, and their advantage will rapidly disappear early this century.
