The west depended on citizen soldiery (all able bodied men) and the axe-club, spear, phalanx, bow, rifle. So we have always had rotation despite the dark ages. Today we have classes with little rotation but possible rotation. It’s the same across time.

2) We do not have a ‘bible’ of the west that states this openly. The British constitutional narrative was the first to formalize it into an institution. The American constitution was the first to formalize it in writing. But stating it clearly as our foundation is incomplete.
