Result is exaggeration of features.
Features are constructed primarily from edges, fragments (sets of edges) and textures, and only color last.
So yeah, thats the beauty of the neocortex: feature construction with limited information.

Pattern recognition in the visual cortex organized the same.
so micro features in the center and macro as radiate outward. By not moving your eyes, you force the higher visual areas to predict features using low resolution info.
