He was giving her a warning that he had better things to do, but if she agitated him (took his attention) or threatened him, then he had every legal right to throw her down, cuff her and send her into the system. Cops would prefer you just did what they asked so they can go home.

He was giving her a warning that he had better things to do, but if she agitated him (took his attention) or threatened him, then he had every legal right to throw her down, cuff her and send her into the system. Cops would prefer you just did what they asked so they can go home.

In (1) we take it as a sunk cost. In (2) we perform restitution and punishment.
