However, despite neoteny, class size is more relevant. Northern Europeans practiced eugenics throughout our entire history. East Asians too. So we both have the most neotenic and smallest underclasses and the most advanced civilizations because of it.

For example, as in the well-known example of domestication of foxes, just selecting for testosterone levels (one change) will produce domestication. In humans it’s the same basic developmental difference: 1) neoteny and 2) selection pressure: class size.
Vast racial differences.
