The answer is that the enlightenment project that conservatives base their moral claims upon, is incompatible with the reasons for western success: adaptation to physical, natural, evolutionary laws: rule of law under them, and the eugenics that results. Democracy was poison.

In China eugenics was deliberate in administration, and we see that in the text. In europe it was intuitive in the culture rather than deliberate. Same for law, Chinese don’t have law but command. We have law not command. Very different intuitions result. Law = morality here.
