2. IMO there are winners and losers to collapses, and for north americans (not those on the world island of asia, and certainly not transport-troubled africa) I see an opportunity. (Consumerism is exhausted, and redirection to capitalizing commons is the only solution.)

Well, probably. Because (feminine) French culture is the most tolerant(ENCOURAGING) of sex outside of the marriage of any polity on earth – with Latin civ favoring preserving family despite infidelity. The DNA evidence would cause havoc in french civ making infidelity visible.
