Here is your answer: That which is least divergent from the physical, natural, and evolutionary laws of the universe, and as such produces proceeds that can be directed to the production of capitalizing (not consumptive) commons.

ORDER – Order Produces Cooperation
The ideal human order is an ethnically homogenous militia(really), wherein one is worthy of status and respect if and only if he serves (she births), and does one’s duty – regardless of rank. The behavior this produces is superior to every other social behavior.

RULE – Rule Produces Limits
The ideal Political order is Rule of Law of the natural law of Self Determination under the criteria of individual severity, reciprocity in display word, and deed. This is a purely scientific political order that is consistent and correspondent with the physical, natural, and evolutionary laws of the universe.

GOVERNMENT – Governments Produce Commons
The ideal Government under rule of law is what we call a constitution, a professional judiciary, a constitutional monarchy where the monarch serves as Judge of last resort (like Elizabeth III ), a professional cabinet, with houses for each of the classes, with the middle-house, providing the prime minister to the cabinet, where the houses assent or dissent requests by the cabinet. And if possible where votes are either by the random selection of ‘jurors’, or directly by citizens.

ECONOMY – Economies Produce Consumption
Rule of law, the government under rule of law, will produce markets of reciprocity. This is not capitalism in the sense of ‘free markets’ but capitalism in the sense that there are greater constraints on the externalization of costs to the people, commons, and state.

As such the **ideal economy under that rule of law, and ideal government, is as always a mixed economy,**with the state treasury as a lender, the cabinet as venture capitalists, the private sector as short term venture capitalists using private sector funds, and the proceeds of profits returned to the treasury. Demographic distributions require liberty (rule of law capitalism for the exceptional), freedom (insured against risk for the average), serfdom (state-run-employment for the below-average), indentured slavery (military service, public service), ostracization( for the undesirable), imprisonment (for criminals), and capital punishment for the unrecoverable.

THE COST
The costs of this ideal order are highand all of us seek to escape paying those costs but we all want the benefit of having paid them (or others paying them). This is why it is so hard for people to integrate into or copy western civilization: it is counter-intuitive to pay the high cost of a militia, rule of law, constitutional government, market economies, and the continuous sense of insecurity that only ethnocentric communities of continuous support and charity and provide.

THE DIRTY SECRET
The dirty secret is that no other people other than east Asians and pre-war Europeans were willing to constrain the reproduction of the population to those who could meritocraticaly produce income sufficient to purchase or rent a household, and the means of production, necessary to produce generations by self-sufficiency. This ‘soft eugenics’ is the reason for eastern and western success as well as ‘everyone else’s failure’. The fundamental problem of social orders is overcoming the natural human tendency for regression to the mean causing dysgenic reproduction incapable of producing self-sufficiency and surpluses that can be devoted to the production of commons.
