That means you can leave your car unlocked, your door unlocked, let people walk around your house, and leave valuables lying around and no, people won’t touch them. We have many shops that leave merchandise outside overnight and no one steals it. This is not true in our ‘cities’ (immigrant cities) but it is true many other places.
