Anyone can propose a contract just like anyone can propose legislation today. Just as present and past we have multiple organizations that can filter proposed legislation, and minimum support to bring it before the juries of the houses (instead of legislatures) it’s a choice.

What initiates a new contract, or change of an existing one?
(Currently: Political parties suggest them.)
Who creates / amends them? (‘Parliament’, jury…?)
What is the dispute process?
