So I list the choices. Mostly it’s a question of scale. village, Town, City, County, City State, Province/State, Lichtenstein, Switzerland, Germany, USA, The British Empire. The European Peoples. There are limits to scope of what is useful to propose at any given scale.

Just as present and past we have multiple organizations that can filter proposed legislation, and minimum support to bring it before the juries of the houses (instead of legislatures) it’s a choice.
