The caliphate (Spain), Iceland (Denmark), The free Cities (Holy Roman Empire) and the Pale (Poland, Lithuania, then Russia), America (England), and the 20th (America, Israel), were all borderlands permitted some autonomy by the empire in exchange for taxation.

@LLaddon There are no arguments for hoppeian defense without the credit capacity of a state to maintain an economy sufficient to produce competitive defense. This has always been the libertarian (rothbardian libertarian at least, and german free city of hoppe) fantasy. Pale vs Free Cities
