Sorry for giving you the wrong impression. In the sense most of us would consider a discovery or proof a breakthrough, we’d likely mean solving one of the outstanding fundamental problems in cosmology. The person I’m quoting is referring to less meaningful results for the rest of us even if they are contributions that solidify the standard model.
The point of the quote is that institutional research is failing because it is intolerant of marginal ideas – even though the marginal ideas are the only breakthroughs we’ve seen.
