1. Develop nuclear weapons extensively to deter the US.
2. Increase the defense budget to over 4% to develop advanced weapons.
3. Develop a global alliance to counter US hegemony.
Create a Eurasian economic body and Renminbi global clearance system.
4. Promote independence and self-sufficiency to break US blockade in high-tech areas.
5. Completely clean out US companies in CN, particularly financial and service companies, and do not open those sectors to the US.
6. Prepare a wartime economic blueprint. Stock up on energy and food. Sell US securities. Evacuate scholars and scientists in the USA back to China. Be prepared to cut all ties to the USA.
7. Create a campaign promoting wartime anti-american spirit among domestic constituents.
8. Liberate Taiwan. Break thru the first and second island chains.

I can tell you that I would follow approximately this plan, and I would use the Chinese tradition of delay and deceive, without firing a shot, while militarizing the entire country under the justification of doing so, until an opportunity arose where I could quickly act – or simply acclimate the country’s polity to the new conditions (takes two years.)
