I think it applies to commercial transactions on an individual level and it’s limited to controllable signaling, speech, and behavior not uncontrollable properties like race.
I would venture that we’ll eventually see restoration of such inclusive requirements vs exclusive requirements, meaning that it will eventually be possible to require an all X ethnicity, religion, culture, etc neighborhood, but not one that directly excludes (at least that’s the judgement I’d issue)
