Physicists understand these terms differently from the public. a) dark matter = an explanation for failures of einsteinian gravity. However Modified Newtonian Dynamics apperas to be correct instead, but we don’t know why yet. b) dark energy = an explanation for the expansion of the universe. The terms are confusing and they help spread pseudoscientific ‘imaginings’ in the public. As I’ve said before the problem is mathiness on one end, and the difficulty of running tests on the other, combined with our failure to put fort classical (operational) theories. IMO we know the direction to the solution, but it doesn’t appear that the present composition of academic and research physics is willing to risk switching.
