The truth is that just as NY+DC+LA are the source of Sh—hole culture in America, the same is true of Paris, french institutions, and the academy. FIx that and immigration, and just like US it changes overnight.

@LazloKruger Brilliant question.
You’d be surprised what a constitution can contain as a set of declarations, a set of previous problems, how those problems might be corrected, both in law, and in policy, when incentives to prosecute violators are included, such that the polity adapts rapidly
