Language evolved to negotiate cooperation. It didn’t evolve to negotiate at scal

Language evolved to negotiate cooperation. It didn’t evolve to negotiate at scale(politics) which requires truth(performative), which in turn requires decidability (logic and evidence). So why should we expect all but a tiny number of outliers to be capable of truth/decidability?
