The distinction between war and terrorism was part of the western (a) Westphalian Peace (laws of war) and (b) Human Rights initiative in the postwar period. And Muslim terrorism sponsored by state actors (saudis, iran, libya) forced the distinction, as well as 5th gen warfare.
