(steel manning) 1) Not sure that follows. Was the war strategically useful or necessary? In retrospect, it was better to maintain iraq-iran equilibrium, and ME (artificial) states aren’t ready for rule of law or participatory govt. Did the war succeed? Yes. Did toppling govt? No.
