TRump pulled the aid because all aid given to Ukrain disappears (the previous 50B did) into ukrainian oligarchs, military, politicians, and bureaucrats.
This is an area of my expertise. Putin wouldn’t have risked trump. He created an intentional air of martial unpredictability.
