I’d do biz in Kharkiv as well. Dnipropetrovsk and Odessa are fun to visit. Best quality of life in L’viv – cultural capital. Best biz in Kiev, partly just because of the airport. Problem for kiev is still apartment prices are too high b/c demand is too high. Air quality hurts.
