This is my area, and long-term NGO’s have specialized in it, and that I’ve been on TV in Ukraine repeatedly discussing it – we know the problem. The USA offered to pay for the judiciary which would have solved it. But Oligarchs do, and it’s civil war to stop them w/o Europe.
