@DeepMaritsa Look to what worked in history. The holy roman empire (german empire) was a federation. It produced ‘free cities’ and territories. So far it looks rather obvious that we convert blue cities to city states. And we impose our older higher standards of behavior (laws) on the territories. Over time the better people in the free (blue) cities will accelerate their migration to the red areas, and in doing so will leave a tiny blue administrative cult, and vast poor collection of favellas that our ‘bad’ people exit to. Once accomplished we strangle blue cities.
