Some not most proto civilizations. It did emerge out of necessity in the pre-bronze age ME, but it’s not Aryan. The rulers did rituals out of loyalty, and leadership. Huntington covers that. Almost all Tribal societies separated the neurotic magic from the empirical chieftain.
