General rule is that we cannot tolerate the conquest of a more domesticated(higher trust) population from a less domesticated(lower trust) population. Russia is developmentally behind the Baltics for historical reasons. So Russia+Belarus+EUkraine makes sense – not via Baltics.

Well, the solution of course, is to get Russia, which is a Baltic civilization, greater access to the seas – because that’s what makes transport of production cheap and competitive. The only possible means of doing this is via recapture of Constantinople and Orthodox restoration.
