4. The upper (autocratic) and middle class(republican) state for a variety of reasons largely exists to suppress free riding, parasitism, and predation upon the productive, until democracy at which point it reverses, and seeks to maximize redistribution and rents away from them.

@an_capitalist @Mattzwolinski That makes no sense. One doesn’t HAVE rights. One desires rights. Groups create a commons (institutions) that articulate rights, and obligations in exchange for them, and insures those rights and obligations when disputes (conflicts) arise – especially those with externalities.
