It’s a tinfoil-hat, conspiracy-theory, schizotypal-personality code-word for accusing someone of being a ‘plant’ – ‘federal agent’ – trying to bait (naive, ignorant, kinda stupid) right wingers into a trap where they can be arrested. 😉
