I am suggesting a return to european tradition of small states with a central “imperial’ government with no power whatsoever other than military defense of those polities and under the constitution written by strict construction in P-law language. This makes possible your ideals.

@LLaddon I don’t see any evidence that we are not returning to civilizational empires governed by core states, with a multitude of polities within them, necessitated out of military and commercial (trade) power, with decivilized a warfare, and european flexibility in futures is gone.
