It’s extremely opaque and byzantine over there, and while Putin gives the impression of ruling with an iron hand, he actually does so by using state revenues to ensure the cooperation of networks of people that he must gradually move from criminal, to state actor, to legitimacy.

@Billbrowder In other words, it’s correct to say he was assassinated, but it is not clear this was ‘ordered’ because of the Chechen run intel orgs, or those that run the black markets for drugs, or those in the ‘mafia’ with internal ties. But it’s in Putin’s interest to let us think so.
