Well I disagree because we see it happen all the time between people who are intellectually honest. What they disagree over is (a) predicted people’s behavior, (b) utility of the idea in changing it (c) priority among available ideas.
If you define terms and make models (constructions) then it’s very easy for intellectually honest and able people to agree.
