A man needs no resource but character to climb that dominance hierarchy and obtain status of superior to competitors.
This strategy encourages men of low status to gain enfranchisement by truth and heroism – the highest taxes a man can pay.
We had it right: beast, slave, serf, freeman, citizen, sovereign.
