It is not true that men’s lives are of value. It’s only that as long as they are not harmful, we may assume his life might be of value until he demonstrates he is harmful, or not valuable. But even this assumption rests only on the assumption that his cost in the interim is tolerable, or the cost of another is more tolerable.
