We have a lot of data on certain classes of drug dealers, and in fact, they range across the racial spectrum. Although for the past half century it’s been dominated by Hispanics. As far as I know there have been black major drug dealers but as you’ve observed, they are statistically smaller in number. Hispanics create and transport, blacks distribute to their people, and whites to their people. It’s harder to prosecute whites because their distribution network is better hidden, while the black network is on the street. SO it’s better to say that these networks exist based upon trust levels than it is to say the exist by intelligence levels.
