    All non-military, ‘professional’, independent bureaucracies, like all large companies, maximize employee rent-seeking at the cost of core mission, until subject to competition or shocks leaving them lacking incentives and capital to reorganize. Always. This is why organizations fail, and why they fail by scale, with states failing last and hardest.  Only ADVERSARIALISM (competition) falsifies rent-seeking. Forces regular reorganization to preserve core mission. And only wargames provide bureaucratic Adversarialism. And only wargames that seek to cause the organization to fail. The CDC doesn’t run war games that falsify the organization’s readiness and competence, nor does the treasury or any bureaucracy other than the military. The military was superior at every crisis for this reason. Laundering the military from society has vast consequences. The CDC failed hard. The WHO failed hard. They failed because our classical liberal, liberal, Marxist, and postmodernists thought leadership was a catastrophe on the scale of the Christianization of Rome. The postwar era has desperately tried to replicate german professional bureaucracy without realizing it’s origins in Prussian military bureaucracy. Our experiment with ‘civilian’ bureaucracy has been a catastrophic failure because professional means UNACCOUNTABLE. In my work on Constitutional reforms the CDC, Medicine, Emergency Services, Homeland Security, Borders, Research, and ‘food, water, transportation, energy, and communications’ workers are rolled under defense, require all employees, and all vendors ‘sign’ as reservists, with ranks, and so are mobilizable under crisis as a military organization, with military rights to all assets. Fukuyama was right in his documentation but wrong in his prediction. The entire 2oth century experiment with human optimism was a catastrophe. Nothing has changed. And the larger our institutions and the greater the demographic decline, the worse the staffing of those organizations, and the less responsive they can be. There is not an infinite pool of people above 125 to draw from and every point of IQ loss in a population dramatically affects the ratio of those people to the population and therefore the The optimum social order is Rule of Law of reciprocity, monarchy as a judge of last resort, a militia of every able-bodied soul, and every useful asset, that can be militarily organized to respond to every crisis across the spectrum.  A republican government with houses for the classes is adequate for going concerns in peacetime, but not for crises. And the direct redistribution of windfalls to the people instead of the state, produce the proper incentives at the bottom.
