Optimum Political Orders are Obvious. Civilization-states for lesser developed peoples, and federations of nation-states within the same civilization for more developed peoples – both of which are ethnocentric – are optimum for all peoples, because: … (a) While demand for reciprocity remains, homogeneity provides incentives for maximization of proportionality vs minimization of proportionality. … (b) Maximization of commons production produces no ingroup competition between classes. … (c) Marginal indifference in demand for institutions of cultural production … (d) Marginal indifference in demand for institutions of generational production (family, health, education) … (e) Minimizes the demand for economic isolation (neighborhoods, schools) … (f) Minimizes power distance. … (g) Maximizes political accountability. … (h) Minimizes bureaucratic self-interest Civilizations are at different stages of state formation. … (a) Africa is pre-core-state formation and too heterogeneous for a civilization state. … (b) South America is Pre-core-state-formation and while hopes for brazil are declining, there are still candidates(Argentina). … (c) China claims a long history, but has only been stable for a century at a time, and is effectively a new state but with a bureaucratic tradition as strong as the European legal and economic tradition. … (d) India is effectively a new state. … (e) North America is in the process of decentralization – reversing the civil war – and returning the USA to its origins as a repetition of the holy roman empire of loosely federated Germanic states. And State Formation at present requires fairly large scale. The demands of scale force necessary political orders. City-states are forming in the USA. European Nation State’s Remain dominant. And Civilization-States appear to hold sway (China, India). Population necessary for state formation: … 300k island protectorate (a city-state) (Iceland) … 1-3M territorial Protectorate (Estonia) … 4-8m for a federated state (Ireland) … 10M for an independent but allied state (Sweden) … 30M minimum for self-defense. … 100M for a regional power and secure self-defense. … 500M+ for a world power. 6. Smarter populations didn’t ‘win out’. Smarter populations isolated and speciated because of greater selection pressure under climatological duress, favoring greater selection for neoteny (exchange of rate and depth of sexual maturity for increases in cognitive and social agency – self-regulation) Every population (subrace) still dominates its ancestral territorial range (other than Anatolian Turks). And this says something about the risks of hybridization (India) and the challenges of the impossibility of isolation (Africa). So smarter populations didn’t win out so much as the necessary development of technological advantages given the exhaustion of local resources, won out. The only reason Chinese don’t’ speak English, and Europeans don’t speak german is a peculiarity of European informal institutions. 7. Many groups regressed instead of progressed.
