The evidence is that the slow, continuous, incremental correction of falsehood, suppresion of irreciprocity, and scientific innovation solve what no radical policy solves – radical policy is the impulsivity of an ignorant child with high time preferences unable to resist eating the marshmallow while the test administrator leaves the room.
