And balanced this with negativa. Positiva will manifest for outgroup interactions and ingroup legislation of policy. Policy shall form prescriptions, enforced in negativa. Outgroups defiant of these prescriptions enact warfare. Law, therefore, touches nearly all human action, except the required liberty for refinement, ASCENSION of the polity.
