Yes, Rule of Law of Reciprocity results in a moral society that’s intolerant of irreciprocity at every level. That means you can be insured (taken care of) but you can’t act immorally (commit crimes) in that sense it’s ‘fascist’: unforgiving of defects of behavior and character.

I advocate ethnostates, and many of those states by variation in social bias, b/c its the optimum solution for EVERYONE – not just b/c it forces each polity to pay the cost of self-domestication, and prevents non-domestication, but b/c of low power distance and faster adaptation.
