It’s not a welfare state. Its a high tax state among a small small homogenous protestant northern European chrstian polity for whom working hard is a moral duty and free riding results in social ostracization.
Create that polity, and you get high returns on commons.,

Unions are the primary source of political corruption particularly for the left, and for blackmailing owners on wages. Instead of ‘unions’ I advocate for 1.Labor Insurance, 2.limiting immigration of labor, and instead of worker ownership, 3.worker returns on all tax revenues.
