I don’t really know. I would prefer Hoover, because it’s the most intellectual of the organizations, and least ideological. But while conservatism in general is historical and philosophical it’s still anti-intellectual (anti-innovation and adaptation) esp something this formal.

FWIW: We don’t always get the best. We get what we can, what diverse factions can tolerate, and what we deserve. I’m not convinced he’s worse than any other. And he’s better than every alternative – at the moment. Strategically, he’s certainly not incompetent. Good enough?
