Most of the time yes – not all of it. Whenever the citizen must be treated as a customer yes. Whenever the citizen must be policed – not so much. Whenever the citizen is a recipient of ‘grants’ etc, there is no solution other than criminal court for both issuer and recipient.

Trump is threatening to create that chaos so that america alone is not carrying the burden of the order from which we all so deeply benefit – and europeans in particular ‘step up’ to carrying the burden of europe so that the USA can carry the burden of the east.
Everything Trump says is a negotiating position. Those who do not understand it are just victims of his strategy.
Despite multiple attempts, by multiple administrations, trying suggestion, then trying directness, didn’t work.
Trump’s strategy works.
