1) Putin is playing his waiting game until the west gives up, and in particularly after the next election.

2) Putin thinks nothing will interfere with his waiting game other than a Ukrainian victory. Putin is taking the counter-offensive seriously for this reason.

3) Putin has attached himself to this victory and is trying to preserve his legitimacy. But he is maintaining enough distance that he will be slightly insulated from blame, and blame the military.

4) Putin does not think reform of the state in Russia is even possible. He is not sure if Russia can survive if he and his regime fall. He is ready to impose an even more military order on the people if he must.
