Thinking…. The USA is attempting to build a federation of federations of sovereign states all of whom respect natural law between nations, so that all of mankind can prosper from free trade, and prevent attempts at ‘prosperity’ via other than trade (war).
All federations, like all civilizations, require a core state. The USA is acting as a core state. What separates an empire from a federation is soveriegnty and via-negativa in the federation vs subservience and via positiva in the empires.
