A credible threat might reduce costs compared to an all out conflict, but it doesn’t seem cheap to make a sufficiently credible threat either. It would have to convince the free riders at the top and at the bottom that their slim chances on their own are better odds than they have with free riding on the middle. If they could live well without the western middle class, they wouldn’t be here to begin with.
