You just have to invert the reading of it (be the rebels) to see what a standing military force fears, how they can’t use their big guns, how they can’t hold territory without the support of the people. This is a (related) heartening quote:

We are now in the era of naked power. The power of the Media has been exposed. Faith in all the controlled institutions is imploding. It won’t be long now.
