Less intelligent people require more regularity in their environment in the form of religion, culture, norms, traditions, values, so that they can rely on imitation rather than cognition.
Likewise less intelligent people require more intelligent people so that they can adapt, if slowly, to environmental changes.
And as a consequence evolutionary adaptation of a people (their rate of development) is determined by the ratio of intelligent people to unintelligent people. This means most peoples should be able to enter ‘civilized modernity’ over time. But ‘should be able’ does not mean ‘will or shall’.
So (as I believe you’re suggesting) intelligence generates demand for freedom, rule of law, and financial abuses and lack of intelligence generates demand for authority and generates corruption by political abuses.
