British was probably 115 in 1800, before the Industrial Revolution reversed natural selection. The Upper classes re still in the 114-115 range just as an average. The greeks certainly did. So if you have a religious (lower class) civ it’s hard, but. If you have an aristocratic society (upper martial classes) then it’s easy. So the problem of social order is the organization of the hierarchy of ability and competency. Unfortunately it’s so profitable to humor the underclasses that the incentive to reap that profit is detrimental to civilization. Unfortunately we got rid of nobility and that was a mistake.
